Add comments to projects with timestamps

It would be great to add a comment to a subtitle cell or part of the video, like a reminder sticky note to come back to. Also would be helpful for collaborating with others on a single video and noting edits to make, like the way you can in google docs.

It would be helpful to be able to "bookmark" where you last edited for when you come back to the project at a later time, particularly with subtitles.
